Deadline changed to November 11th - 2017 SHBP Plan Year Open Enrollment

The State Health Benefits Program (SHBP) has extended this month’s Open Enrollment period. The October 31st deadline has been changed to November 11th.

All changes to coverage during this Open Enrollment will be effective January 1, 2017.

There are no medical plan changes for Plan Year 2017. The medical plans available to employees are:

  • Tiered-Network Plans: Aetna Liberty Plan; Horizon’s OMNIA Health Plan

  • PPO Plans: Aetna Freedom15; Aetna Freedom1525; Aetna Freedom2030; Aetna Freedom2035; NJ DIRECT15; NJ DIRECT1525; NJ DIRECT2030; NJ DIRECT2035

  • HMO Plans: Aetna HMO; Horizon HMO

  • High Deductible Health Plans: Aetna Value HD1500; Aetna Value HD4000; NJ DIRECT HD1500; NJ DIRECT HD4000

Note: The service areas for Horizon HMO are limited to New Jersey, Delaware, and bordering counties of Pennsylvania and New York.

Reminder: To be eligible to change your dental plan you must have been enrolled in your current plan for 12 or more months. If the effective date of your current dental plan is after January 1, 2016 you are not eligible to change the plan during this Open Enrollment.

OPEN ENROLLMENT FOR PLAN YEAR 2017 has been extended until November 11th.

The Unreimbursed Medical and or Dependent Care Flexible Spending Accounts (FSA) allow employees to set aside money to pay for out-of-pocket medical, dental and dependent care expenses through pre-tax contributions.

Reminder: current members must file a new enrollment application this Open Enrollment to participate in calendar year 2017.

Enrollment can be done via internet, fax or mail:
• Internet: www.wageworks.com 
• Fax: FSA Enrollment Forms may be faxed by the employee to 866-672-4780.
• Mail: FSA Enrollment Forms can be mailed directly to WageWorks, Enrollment Processing, PO Box 1840, Tallahassee, FL 32302-1840.

The deadline for internet or fax enrollments is midnight, November 11, 2016. Enrollment forms sent through US mail must be postmarked no later than November 11, 2016.

Enrollment forms cannot be processed through the HR Benefits Services Office. Forms received will be returned to the employee.

Employees must be eligible for enrollment in the State Health Benefits Program to participate in the Unreimbursed Medical Spending Account or the Dependent Care Plan.

Public Employees’ Retirement System (PERS) Notice of Election

The Division of Pensions and Benefits has requested that we distribute the attached Notice of Election to each Public Employees’ Retirement System (PERS) member at University Hospital.

Nominations are being accepted to fill the position of one elected “State” position, one elected “Municipal” position and one elected “County” position to the PERS Board of Trustees for the terms from July 1, 2017 to June 30, 2020.

Public Employees’ Retirement System (PERS) Contribution Rate Increase

As established under Chapter 78, P.L. 2011, Pension and Health Benefits Reform, the PERS contribution will increase over a seven year period by 0.14 percent until the 7.5 percentage contribution rate is reached in July of 2018. The July 2018 increase will be 0.16 percent.

This July marks the sixth rate increase under the provisions of the law. The PERS contribution rate will increase from 7.06% to 7.20% in the paycheck of
July 1, 2016. The seventh contribution rate increase to 7.34% will be effective July 2017.

The change in the contribution rate will also increase the minimum repayment amount for new pension loans as well as the cost for a purchase of service credit
if certified after the increase contribution becomes effective.

The 1095-C Employer-Provided Health Insurance Offer and Coverage mailing

The Patient Protection and Affordable Care Act (PPACA) was signed into law in March 2010. Numerous regulation have been implemented since then.

In 2013 the “Health Insurance Marketplace” also called ‘exchanges” became available for eligible individuals to purchase health coverage.

In 2014 individuals were mandated to obtain health insurance or pay a non-compliance penalty.

This year, certain employers such as University Hospital are required to issue 1095-C forms to all employees eligible for health coverage in 2015.

The 1095-C contains information about the health care coverage offered and if applicable covered dependents.

The IRS has extended the deadline for mailing these forms to March 31, 2016.

The 1095-C may not be received by the time you are ready to file your taxes. The form is not required when filing your taxes.

TransitChek 2016 Transit Benefit Cap

Protecting Americans From Tax Hike Act of 2015 was signed into law that increased the monthly pre-tax transit benefit cap to $255 as of January 1, 2016.

Participants can go online to the TransitChek website starting December 24, 2015 to increase their monthly benefit effective for the February 2016 benefit.
 


 

2016 Tax Deferral Limits

The Internal Revenue Service (IRS) has released the Annual Tax Deferral Limits for 2016.

Eligible employees may contribute on a pre-tax basis voluntary contributions in addition to their mandatory employee pension contribution.

There is no change in the annual limit for the NJ State Employees’ Deferred Compensation Plan (457and Roth 457):
